He served as the Local Government Association’s executive director of finance and policy in the interim. He oversaw recovery efforts following the 2017 Grenfell Tower disaster and communicated with victims’ families and survivors.

Early in 2020, the Grenfell Tower Memorial Comm ission selected him to serve as co-chair. He was chosen to lead the IOPC when it first started in 2018.

In addition to serving as Director General, Lockwood presided over the IOPC Board, which is mostly composed of Non-Executive Directors.

The Board works with the Director General to determine the organization’s direction and offers him advice.

In an opinion piece that was published in The Guardian in October 2019, Lockwood defended the investigation his team had carried out on the allegations of a VIP pedophile network.

On December 3, 2022, he submitted his resignation as Director General after being the focus of a police inquiry. He was accused of raping and indecently assaulting a girl under 16 in June 2023.

He was charged on Friday with three acts of rape involving a girl under the age of 16, as well as six counts of indecent assault, according to the Crown Prosecution Service (CPS).

Rosemary Ainslie, head of its Special Crime Division, said: “After carefully considering all of the evidence provided to us by Humberside Police, we have authorized charges against Michael Lockwood, 64, for nine offences under the Sexual Offences Act 1956.

All of the alleged offenses are said to have occurred between October 1985 and March 1986.
